i think joker is more evil this guy is pretty twisted though lol, just for fun he made a chemical that helped him take over half the world, then he made it rain acid rain, he triked myx to giving him most of his power, he made the spectre nearly lose it, i think they might even be equally sick joker and black mage i dont know, when joker was emperor joker he killed people and brought them back, gave aqua man a fish head lol and stuff like that
