Batman could get as far as killing all the streetlevelers, and low metas by unleashing omacs.. but he would never get past the superman tier. and thats only if the superman tier lets batsy kill off their street cleaners.

He already knows all their weaknesses. If he starts off covertly he could pick off a few before long he's taken out by Nightwing and the Outsiders who've been working covertly the whole time to take HIM out
