Assuming that franklin gets a single minute of preparation? He warps reality to give himself strength far superior to superman's, and speed far faster than the runner's. Similarly, he increases his durability to Juggernaut levels, and....

Wait! Why have him do ANY of that? He blinks Super-man out of existance.

But yes, if Franklin is still just a normal human, and there is no preparation time for him, speedblitz, game over.

Franklin is a telepath and has telekinesis abilities also. all he does is grab sups in a telekineic hold and destroy him with a blast as powerful as the big bang.
