TOAA is lord over Marvel. IE the megaverse. There is noone over TOAA, because TOAA is the supreme being of all that is marvel. including beyonder.
The beyonder is beyond "our" multiverse. it does not mean he is beyond our megaverse. he could be from new universe, or ultraverse... or anything else... just not from the multiverse that includes 616 earth.
TOAA dissipates everyone rather easily.
