Pre- Day of Vengence magic users of the DCU

or Pre -avengers dissassembled magic users of Marvel
(so this is normal non chaos wave wanda and Agatha Hartchness is still alive) however Wiccan can still be used.

Juggernaut isn't really a magic USER per-say he just manipulates a magical talisman.
