Nope. Apoc solos Jugg. It would take some effort, but Apoc can defeat the juggernaut. He does it easily if Jugg doesn't have his Psi-proof helmet. All Apoc has to do is pop the helmet even if Juggs has it, and boom. Mindfrell.
