fish out of water

Lex and Doom swap situations. Lex is up against the FF and Silver Surfer (occasionally), trying to conquer the world. Doom has to deal with Superman and the JLA, while trying to conquer DC Earth.

Doom has all of Lex' resources, Lex has all of Doom's.

who does better, why and how?

Assuming this is post-crisis Luthor...then...Doom.

He's simply more impressive.

And the DC universe seems to have more power sources for him to thieve than Marvel does.
