Spectre wasn't Quintessence. Phantom Stranger is their herald if you will, not an actual part of the group.
They are a powerful cabal, but they are essentially Watchers, nothing more. The only time they actively did anything was when they gave power to Gog to be their champion.
The Sinestro Corps are the direct antithesis to one of their members legacies, that being Ganthet [When he was the last surviving Guardian].
Their power comes from Fear, one of the most primal and overwhelming of emotions. Fear is the mind-killer. War waged on the psyche. They can get into your head. The Quintessence can know fear. They are not immune.
