fighting skills would be a wash imo, but given longshot's superspeed and agility i'd say he'd win any h2h battle. strength wouldn't be an issue in this. longshot also may not be QUITE as good with his blades as bullseye is with weapons, but he is also superhumanly accurate (and lucky, of course ). along with his superhuman agility and healing factor (not exactly wolverine-like but it's not too bad) and tougher-than-human-skin, he should be able to avoid getting hit lethally long enough to take out bullseye most of the time, imo.
