Bendix probably. That said Luthor has decimated Metropolis himself and been voted President so.... Who the hell knows or cares!

How many times has Luthor killed Superman? Zero? Ok, how many superhumans has he killed total? I honestly don't know that one...maybe someone can help me out.

How many superhuman deaths is Bendix responsible for? A bunch of test tube heroes (zombie form like the recent arc or otherwise), Jeroen Thorndike a.k.a. The Doctor (for which he will never be forgiven), his own son, etc.

Both are awesome. Luthor has just as much, if not more, destructive potential, but I've always seen him as a barking dog with no teeth. Bendix backs his sh*t up more. When you see him, you start thinking "Oh sh*t, who's going to die?"
