Punisher and Bullseye vs Oliver Queen and Connor Hawke

Punisher and Bullseye are transported to the DC Universe by a mysterious entity. They are tasked with carrying out the assassination of Oliver Queen and Connor Hawke and have been granted $10 billion dollar budget and a month's time to do so. If they fail, they will be terminated immediately. Both Oliver and Connor are on notice that they are targets for assassination and are prepared for any impending attacks. Will Punisher and Bullseye succeed?

well, I figured the money was needed...not only for weapons and equipment...but for bribes and stuff

Punisher and Bullseye, by the very fact of being transported to DC Universe, lose all their networks and contacts...a key part of what makes them successful

it takes a while to build such networks, so they'll need to spend a lot of money on intelligence alone

Also, Oliver Queen himself is megarich and will likely spare no expense in preping against any attacks...ie state of the art security, elite guards, trick arrows, etc....
