and let's ignore 238 Jaspers thwarting even Matrix/Merlyn's power,
now go ahead and tell me being > Matrix/Merlyn is no big deal,
and yep, 616 Jaspers is far more powerful than 238 Jaspers.
Let's also ignore that Cobweb actually witnessed 616 JJ in a possible future,
cancelling out the entire Omniverse,
this future becoming a realization depended solely on Fury beating 616 JJ.
So literally, had Fury (anti-JJ plot device) not defeated 616 Jaspers,
"the Omniverse will fall into chaos,
and a new God will play dice with matter. "
(yes, that's a direct quote from the Omniversal guardian)

Psi-Lord is a Universal power, nothing more.
Even 238 Jaspers surpassed the power of Omniversal beings like Matrix/Merlyn.
As for a comparison of feats,
Psi-Lord has imploded time/space in an alternate reality,
but MJJ 616 turned reality 616 into his image.
616 > any and all other universes.
Meh, being > Matrix/Merlyn is also infinite times anything Psi-Lord is capable of.
