he doesnt steal powers..does he drain energy? something i doubt would work on blue marvel because he can actually control his anti-matterr

You have no evidence aside from your doubt. Rulk absorbs Surfer's power cosmic.

Rulk states he's punched out a Watcher before he has the Surfer's power. Then Galactus states he reabsorbed his herald's powers.

So you're going to need to prove that Blue Marvel has better control over his energy power than Surfer and bring more than your "doubt" as proof. As it stands, Rulk can and will simply drain or absorb Blue Marvel's power per on panel proof.

wasn't that an inexperienced surfer, or one from the past? So he wouldn't be as skilled as the current surfer, also isn't that scan PIS or CIS, since surfer could just reabsorb his power cosmic couldnt he?

It was a Surfer from the past. And power cosmic = cosmic awareness despite it being a "younger" Surfer. He was drained out, what would he use to gain his power back?

We're talking Rulk with Loeb force...you really want to get into the PIS of this whole arc?

I dont know who would win honestly I'm just asking, a younger surfer might not be as experienced with his powers, according to BM he has a nearly inexhaustible amount of energy and he was able to absorb antimans energy as well (he needed help though), Red Hulk also might not be able to keep the anti-matter stable, thats also apart of BM's powers.
