I'd say Ironclad, as he has superior secondary abilities and possibly superior primary, (in this case strength, durability) but it'd not be an easy fight for either. Ironclad is below Hulk level, but not as far as Thing, and Thing can fight the Hulk fairly comfortably, so they're probably pretty close in primary.
