True, but he doesn't have to be. He's made an entire body out of children's play blocks before in a few seconds. He's also formed a body out of the piece of Source Wall he took over.

They have nothing that can put Henshaw down. And his ability to create weapons for use against individuals means he can one shot Mags and Exodus. And his technopathy means he can turn Apoc's powers against him.
