 Impossible man Vs.

Ok so this might be stupid(probably will be)
so anyways alot of people compare Mr.Mxy from DC to imp man and Mr.Mxy is petty powerful from what I have seen.
And if imp man is as powerful as Mr.Mxy why didn't they stop Galactus from devouring their world?(heard they allowed him to do it cause the were bored or something)
