Yeah, if all he's got is strength going for him, Juggs takes this 10/10. He's always strong enough to fight anybody, and he's usually strong enough to win with strength alone, unlike Kull, since there's no physical way of beating Juggs outside of BFR.

I don't think Juggs is strong enough to do any real damage. If Billy wasn't able to, then I doubt Cain will.

That's the thing with Juggernaut, his strength fluctuates to be able to fight evenly, and beat whoever it is he's fighting. Juggernaut could BFR as well.

Fawcett, i think. When Kull Came to dc, he became more formidable. Until post crisis.

nah it was in volume 3 of shazam's series [which was a DC print.] shazam owned him a number of times throughout that series.

Don't recall that off hand, but King Kull was able to capture SHAZAM and fend off some of the JLA/JSA members at once. Some of Billy's villains fluctuate a lot.
Mister Atom for instance was one of his dangerous foes. Capable of even lifting the Rock of Eternity. Then he was quickly disposed by Marvel in another issue.

the only instance i can recall where kull actually beat shazam/superman was when his powers were augmented by mxy [and i have read everything i know of with him in it.]
that said, even if kull has done what you are under the impression he's done, we must then ask whether or not that type of power is 'in character' for him. imo, it's not.

That's probably the instance i was referring to. This was the instance when the JLA teamed up with the JSA?

you're probably thinking of JLA v1 #135. if so, kull's 'ownage' of the JLA/JSA was... very questionable.

But is that the Mxy instance you're referring to? How was the owning in general?

the mxy thing happened during an issue of "DC comics presents". in said comic, kull owned shazam and superman rather easily. however, kull himself confessed that he'd been amped by mxy in that battle.
and like i said before, during the JLA/JSA battle i'm thinking of, kull really didn't do much at all. in fact, i can't think of him throwing a single punch.
at any rate, the cover to that issue:
