Somehow, the civil war breaks out again, only with different people on different sides.
One day, a pro registration team is sent to assault a base and obtain the blueprints to a device developed by Reed (who for some reason changed sides) that would shut down all of the weapons and electronic systems of the US military. The base is located in a large city, and was shielded by a cloaking device, until now. All citizens have been evacuated. Sue then took the blueprints, and in this fight she's trying as hard as she can to avoid being caught. Also, villians are in this as well for some reason, and many heros have joined or changed sides.

Dr. Strange

Doctor Octupus
Hercules
Remember, this is in a large, New York size cities, no civilians.
Both sides get 1 day prep, but this prep must be used to plan tactics, or (for the team) to construct simple stuff, no making a giant gun that kills the other team.

Maybe, to even this out, we should change 1 day planning to 1 hour prep...
How about 1 day planning + 1 hour prep (building stuff)? Yeah, that would work...

In all seriousness, the synergy available to Team 1 is too great here.
What would happen is this.. Magneto would use his powers on Colossus and wolverine and simply use their limp indestructable bodies to pulverize everyone on team 2, like a sort of levatating shish kebab maker.
Tossing Juggernaut/Wolverine/Colossus around at the speeds Magneto is capable of generating, whoever gets hit is going to be missing chunks. And if Strange gets some big balls, just put Colossus and Juggernaut up against him, Colossus is immune to magic, and I don't think Strange can cook up anything strong enough to mess with Juggs enchantments.

Juggernaut - Without PIS, cleanly loses to WWHulk so I can spank the monkey
Magneto - Kills Wolverine and then Spider-Man and Doc Ock
Dr. Doom & Iron Man - Kill the FF, but Doom's killed by Strange
Colossus - Killed by Hercules
Wolverine - Killed by Magneto, technically kills Spider-Man and Doc Ock
Storm - Killed by a stray condom
Cyclops - Slips on a banana peel
Reed - Killed by Iron Man and Doom
Sue - Killed(and raped) by Iron Man and Doom
Johnny - Killed by Iron Man and Doom
Ben - Killed(and raped) by Iron Man and Doom
Dr. Strange - Kills Doom, survives the war
Spider-Man - Technically killed by Wolverine
WW Hulk - Defeats Juggernaut and leaves, and I go and spank the monkey
Doctor Octopus - Technically killed by Wolverine
Hercules - Kills Colossus, survives the war
6 deaths for the Attacking Team, counting one friendly fire and two accidents.
6 deaths for the Defending Team, but no accidents or friendly fire.
So while death-wise it's a tie, the Attacking Team wins for more kills.
