He could do that with his own speed assuming that Tyrant is not fast enough to tag him which I bet he is. I don't think the Flash is significally faster than SS

When Silver Surfer was fighting Tyrant he didn't have his board he was on his feet which means he wasn't that fast but with the Speed forced he could move very fast without the board. Those people Tyrant fought were just standing with him not using speed to counter his power.
