Which of these characters can take a blast form the UN. Rather by Shields, or natural durability.

11. Superman Cosmic Armor

14. The Monitor
15. Elaine
16. Full power ION
4,6,7,9,13 and 15(?) take it
Mxy, Mandrakk and CA supes might tank it too but I don't think they will(don't know much bout them)
If Galactus shoots the UN himself none of them other than GEB and PM will survive.

IMO yes, When Galactus or reed or some who has impressive mental capacity would have greater power and scope imo.
Like when morg used it on dp tyrant, dp tanked that shit. Morg is like a cosmic barbarian not really known for his intellect or will.
So yea imo the user does matter. LIke the UN isn't just a gun that anyone can use and everyone will have the same result, it heavily depends on the user.
UN in the hands of Galactus would annihlate most of them(some survive).
Galactus is arrogant unlike Reed, powerful unlike Reed, and supposedly more intellectual but in comics we see Reed outwiting him.
In a way, yes. The energies are the same but skill and control is a huge factor. There's also the scan illustrating Galactus using the UN with unparalleled control. I dont have the scan anymore as my HD crashed a while back but that is what I recall it saying.
It's like imagining who is more skilled with an m4 assault rifle...a child or a trained armed forces member. the damage is the same but one can cause a much larger output of death than the other.
