Odin, with Zeus just a little behind

High Father (though his exact power level depends on how "x" writer interprets The Source)

Enchantress and Loki have relatively equal power, if slightly different areas of expertise; Circe can work magic at a level comparable to them, but doesn't have the advantage of their greater physical prowess/durability (being Asgardians, while she is for the most part "merely" unageing).

Ares has greater raw "god-power" than the three I put above him, but has never demonstrated anywhere near the finesse that they have. (Enchantress, Loki, and Circe)

Zatanna

Talisman (who at one point in the past I would have said was more powerful than Z, but she isn't as strong as she used to be, so I put Z ahead, though I am not sure to what degree...)
