Circe in terms of finesse; ironically, Loki's better bet is using his powers to attempt to offset/attempt to work-around whatever Circe does so he could apply his natural Asgardian strength against her. Unless she has a spell or power in effect to preserve her, he could kill her physically via brute force more readily than via magic vs. magic.

If Wonder Woman gets her lasso on a magic user, even a god-level one, they can't cast. That helps a lot.

I tend to think of these two as not majorly different in overall level, but Circe's magics are IMO better for direct combat against another magic god.
