Human Torch. Most of Bea's various power levels over the years have never matched his. (Now, of course, she could always use a more... seductive... approach; that might work better...)

Isn't Fire virtually invulnerable while in her "living fire" state though?. Human Torch isn't. Human Torch can reach temperatures Fire has yet to display. I honestly can't see how either could win. So it probably will end up being a stalemate.
