So Lord Malvolio possesses the Green Flame? The same Flame that empowers Alan Scott's ring?
Based on the bio, he gave his ring to Hal Jordan, which would probably explain why Hal has a high willpower output.

Hm, Malvolio sounds like a GL+, but I still doubt he can take on Mongul. When Hal got mad, he was able to win, at least temporarily: "Lashing out in anger, Jordan repeatedly hit Malvolio, striking him down. "
Mongul was beaten by a crew of 8 GLs.
