Fully Backed Spectre is a really nebulous concept, I mean theoretically the Presence could amp him to any level. No matter how powerful you think HOM Wanda is the Presence could just easily make the Spectre one iota more powerful than her (think cosmic Price is Right stick out tongue) if that's what is meant by "Fully Backed".
