Technically, no speedblitzing does not = no superspeed at all. So, given that, and that Supes can still fly, has all his various vision powers + arctic breath, and given that he is immensely creative in using his powers, Supes wins...as long as he doesn't "slo-mo" brawl with uberCap. Otherwise, winghead takes it.

if captain America was given supermans exact powerset? It would be a tie... They are both smart capable fighters... Cap learned to excel with his gievm abilities... Superman with his... If cap was in supermans position they would be equals... And tbh I view it the same way vice versa... Even down to their personalities... Good old American boys.

if cap is stronger and faster now, as well as given the ability to perceive even faster than he can already, who's to say he can't get an even split at least?
