Well Doom. His technological advantage is too great. Batman is a beast with prep and is Doom's tactical match, but his scientific genius pales in comparison to Doom.
Doom wins. The smartest thing Batman could do with his prep is make sure all of his funeral affairs are in order. Aside from that, he'd just be waiting to die.
Bruce already used his prep and made a plan to get buried beneath his parents, he only needed to free a minor villain called Nekron for that.
