Where does it state he is at half power?Not in the scans you posted.By the looks of it he was no longer empowered by order and choas and thus much weaker then half

I just flipped through the arc. The two brothers or halves, were definitely still empowered by the forces of Order and Chaos
The reason Zodiac even divided the two was because he needed the raw power of Chaos in his realm. They didn't seem to be that weakened either. Chaos' power was used to transport entire cities from around the world, leaving nothing but a Void.
And I love Thor's portrayal in this arc. Especially how he completely outclasses Namor and humors him later.
