Gonna be really hard to say because the Axis were only in one storyline. They did give a fairly high powered JLA a good rumble but haven't appeared since.

We never really got a clear picture of their goals other than they disliked America in it's current form and wanted to form an axis there 'around which the world would spin' as a new world order type thing. Ultimately, though, they were controlled by a black ops guy who was also Faith's old boss.

I read the story but the whole thing just seems questionable.

Not only muslim, it's implied the guy is arab or kurdish. They even named him after after Saladino. That storyline was crap.
