The Great Ten should take it. Thundermind is China's answer to Superman/Captain Marvel, so they've got the strongest on the field, plus a fair number of other reasonably powerful members like Socialist Red Guardsman and Immortal Man In Darkness, and some with tricky abilities like Accomplished Perfect Physician and Ghost Fox Killer.

They'd got numbers and power on their side.
