Rules discussion-CIS clarification thread

Well after some confusion in another thread, I figured it was about time for another thread for discussing Forum Rules.


Now I’ve always been under the impression that when CIS was off, someone‘s “character” would no longer be taken into consideration. After all, at it’s root CIS represents the negative impact a characters low intelligence has on their performance, so how are we supposed to “turn that off” and say that the people involved are still behaving “in character”? It seems to me that we’re actually making the term CIS redundant by trying to minimize the difference in a normal vs. thread and one with a “No CIS” stipulation. All that means is that we’ll have to introduce yet ANOTHER term to accurately convey when someone wants to create a thread that functions under the old standard of “No CIS”. Wouldn’t it be simpler for everyone just to have “in character” on for most threads and off for “No CIS threads” when the stipulation inherently removes a major personality factor from the equation anyway?



I was also informed of a disturbing policy on one and two time applications of specific powers… they’re not allowed even in “No CIS“ threads. And I’m not talking about one shot powers that are never heard from again(though they're obviously affected negatively too), I’m talking about powers that have been repeatedly shown to be in a characters powerset, but have only been used for a specific application once or twice. For instance, Super Skrull can’t use Sue Storms “bubble in the brain” trick even though he’s more than bloodthirsty enough to kill, has used his force field offensively multiple times, and has even specifically pulled the “bubble in the brain” on at least two separate occasions. Has anyone even given any thought to what that kind of standard means? Well…

1. Guys like Supes can’t blitz at light speed even in a “No CIS” thread unless he's done it at least 3 times on panel.

2. Characters like Surfer and GL lose a LARGE portion of their feats(especially the GL’s, because up until now the standard has been that GL feats carry over for the most part), and Pre Crisis Superman becomes a flying brick with none of his crazy one issue powers or extreme high end feats.



Any other thoughts on this matter or questions/comments regarding other forum policies?
