Psimon is no mental slouch, but I'd put Emma ahead of him; their powersets are a touch different, however, and he can certainly get some wins if he finesses things or gets the jump.
Emma: at least 6-7/10; might amend that later, when I have more time to think about it.

Everybody's got high and low showings; he's not always portrayed on that scale, and circumstances/peripheral details can play a factor in relative comparisons.
Still going with Emma, but as I only gave her around a 6/10, this is far from a stomp: Psimon defintely will get his share of wins.
