Superman Blue, Electric Superman is still a more powerful electricity user than either of those two, and can go physical if blasting turns out to be ineffective due to everyone just absorbing it (sure, he's mostly energy, but he can still punch at Superman levels).
For one thing, his containment suit lets him maintain roughly the level of strength he had before (via making his energy form denser rather than muscles. It was technically a creative form of energy manipulation rather than pure strength and it took him some figuring out on how to do, but it was very powerful).
Aside from that, he could fire electricity blasts that could get at least as strong as his classic heat vision, turn himself into electricity and travel that way, he could phase (by doing the reverse of his strength thing), manipulate the electromagnetic spectrum, and directly connect with computers. Also, in his energy form, his flight speed was higher than classic.
He can be affected by energy disruption, but I don't think power like Static is near enough to deal with him (someone more like Quasar would be needed, I'd say).
