well actually he just recently got loose from his confinement that kept him from building momentum.
the JLA and justice society built the machine for barry during rebirth to "ground" him so to speak but after barry learned of zoom being behind the going on's of his resurrection he had zoom "grounded" because his negative speed force is actually a very dangerous force that could slow/stop the connection speedsters have to the real speed force....or at least that was what was implied....so while zoom was unable to move they took him to iron height and locked him up so he could gain no momentum so he could not reconnect to the negative speedforce....until captain boomerang recently freed him
EDIT: he also draws from it like other speedsters do from the regular on....im very excited to see what this negative speedforce upgrades his powers too
Does he still have the ability to affect the speeders with his negative speed force, like he did to Wally by turning him into the Black Flash, or has that been removed.

as of right now that has not been verified....in the next few issues they should start showing his capabilities.....and it was barry not wally if your speaking of rebirth.
