Mental resistance-wise, Emma has the edge, since she has resisted the Phoenix before
When Jean caught her cheating with Cyclops, Jean decided to bully Emma by punishing her with images of her dead students, all to weaken her so she could dig through her memories of what happened when Emma and Scott were in Hong Kong. Right in the middle of the memory, Emma caught on and realized what was going on, and she shut Jean out, and Jean was forced to look through Cyclop's mind for the memory instead.
Ending the Phoenix-manifesting Jean Grey's mental probing though her mind shows a way more impressive level of mental resistance IMO.
