Nothing, as far as I can tell, suggest that. HE was very clear concerning his capture of the Silver Surfer that he struck when Surfer expected it the least given the Surfers power, given that line of text I'm fairly sure that the HE that fought Galactus doesn't exist any longer, HE is above High Herald but given again the context concerning the Surfer and HE, well I don't think HE is anywhere close to Galactus at the moment. Still a very nice feat though but nothing imo to suggest he is equal to Galactus.
