Tough one but I think Fantomex gets edged out ever so slightly due to cybernetics giving Cable the strength he needs to really put him down. I give Fantomex mobility, speed and a slight durability edge however his illusions would do squat imo and Cables TP/TK can limit his mobility options. Also technovirus fist gives him the cqc advantage if he is using TK simultaneously to actively limit Fantomex. Cables weapon skills are no joke either and starting from half a kilometer out is definitely a big plus in Cables favor.
That might not be enough. You cant continuously trick telepaths with illusions, their minds are much more grounded than the average. Fantomex has one shot at pulling off a misdirection, and he still has to find a way to compensate for his TK.
