It's a big help, but the random people shields aren't the only reason he wins this. MNR has been successfully murdering all sorts of more powerful characters for years.

Cykes loses on account of the populated city.

Without this limitation, even Midnighter would be hard pressed to avoid or survive the broken widebeam. (Although to be fair, using it would be out of character for Cyclops as well, unless he's taking on Sentinels or something...)
