Reach tech rivals Oan tech, and even Vril Dox backed down with his tail between his legs when Kyle Rayner told him to get lost, and tried to avoid noob Sinestro Corp members.
I wouldn't quite say it 'rivals' Oan tech, it's a step down, especially non-Infiltrator stuff (the Infiltrators are most nasty, but also limited to one per world), but that still puts it a step above most everyone else, and was enough to convince the Guardians to sign a treaty with them.
Part of the issue is that the Coluans just aren't warriors by nature or culture. They've got masses of data and computer power, and excellent force fields, but when they stepped into the Rann-Thanagarian war they weren't a decisive force, just a fairly significant power.
