Gotham villains vs Mega-City One

Bruce Wayne is found dead holding a CD with information about his enemies, they are released in Mega-City One to spread chaos and destroy the police department using their guile and resources. Judge Dredd and the rest of the judges are set to stop them.

This is not an straight combat. The question is whether the villains can sunk MCO into chaos.

Can Justice prevail?

Yes. There's a couple factors. One, Megacity one is *huuuuge*. Parts of it fall into chaotic fights all the time, and then come out again.

Two, the judges are badass, organized, and powerful. Especially Dredd himself.

The Gotham villains can make their mark, but in MCO there's already all kinds of dangerous criminals themselves, often rather crazy and brilliant.
