Going with Vision here.
Reasons :
a) I don't think Dracula's mind control tricks would work on an android
b) I think androids are immune to vampirism
c) Vision could go intangible and rip out Drac's heart
d) Vision could use his solar ray to vaporize Drac

Drac can also turn intangible but I doubt he needs to. I don't think the classic Vision move of putting his hand through someone's chest then turning solid would affect Dracula in any way. Maybe as a nuisance only. But I'm also leaning towards Vision winning. Vision as an android would nullify a lot of Dracula's powers. They could also both turn the fight into a draw by staying intangible.

yeah, sort of a bad match for drac. the solar beam would def be a problem. not sure drac could take vision out, but vision could take out drac. going with vision here.
