Rex Tyler is the older Hourman from the JSA. Normally he's street level, and no match for any ma worth their salt, but his thing is taking Miraclo to amp his stats for an hour. It makes him about class 100, give or take, capable or smashing a tank with one punch, and it's also supposed to amp his damage soak and speed, although his durability still isn't great when it comes to good striking power (I'm guessing his durability is Luke Cage level at best, since he is bullet proof..) I've personally never seen him bust out any high end speed feats like Spidey or even Cap or Wolverine can do.
