Steve Rogers, rather than taking the Super Soldier Serum is given a Green Lantern Ring. Magneto has one as well, but has no mutant powers. Based solely on will power who wins the fight?

In terms of raw willpower, Steve regular exhibits mental fortitude greater than that of Hal's. Provided they had equal experience with the ring, Steve would triumph. It doesn't hurt that Steve is also an artist, an asset that would complement his willpower and ability to give his constructs form.

Umm Mags` willpower has consistently shown to be among the strongest in marvel.. for instance he has resisted the telepathic attacks from Prof X and Jean Grey at the same time without his helmet. This would in no way be an easy win for Cap.

Think that has something to do with his mutant powers as well. It enhances him physically and mentally.
