They were two sides of the same coin. We'll never know if Presence could have beaten GEB, because they never fought, and probably never intended to fight.. (It was everyone elses assumption that GEB wanted to destroy Presence, and we all know what a dick of a cosmic entity he is when it comes to communication and leadership..)
The Primal Monitor is essentially just an infinite blank canvas, onto which the DC multiverse (the equivalent of a germ in comparison to the PM's vastness) was painted.
So if the SoK wanted to kill the PM, what exactly would he shoot at? Blankness?

The SOK storyline was wack! He was given the role of the angel of death, the sword of the previous AOD was converted to Guns that never missed and always killed. The story is truly f'd up after this. God was afraid of Genesis and fled his throne which contained 99% of his power. Why not take full power with you? So SoK kills Genesis who was as powerful or even more powerful than God. Now when God found out he tries to go back to his throne. It was implied that if God got to his throne he would be at full power and be able to defeat SOK. This doesn't make sense because SOK already killed someone equal to god. How would getting to the throne help if the sOk can kill you anyway? Just stupid plot. AOD shouldn't have been able to kill the devil either cause Satan was supposed to be the most powerful angel so more powerful than the AOD. Plus, he didn't leave his power hidden somewhere like God did. The whole story line was cartoonish, the writers didn't think the plot through.
