He is not getting depowered, the pheonix 5 even tried to ask cyttorak to take the power from colossus and he denied.

Cyttorak essentially said cain was an idiot who spent most of his time not doing anything, while colossus who is doing good ironically still causes massive destruction on a daily basis.
