Interesting. Who is Zsasz? Don't know him. But unless he's some powerhouse I see KP's team winning. Although Arkham team can take it if they deside to release some poison gas or Ivy brings the whole place down. Urich is the biggest problem here.

What's stopping Typhoid Mary, a bullet-timer, from mind-screwing most of Team 2 by herself? Or setting them all on fire?
I suspect Team 1 would win easily, especially with prep that Team 2 doesn't get.
