Stalemate. Steel can easily match General's strength, and if he takes his suit off he becomes crazy strong, but physical strength alone won't stop him from regenerating.
I remember that issue. The bad guys were using villains tailored to defeat the good guys. Like Judomaster can avoid any attack directed at her, but not AoE attacks so they had her fighting this guy with a huge snake tail that could hit her from multiple directions at once.
After that first time though, Steel wrecked Mammoth and his partner.
Still a low showing though(that made absolutely no sense)
A solid vote for The General for me. Eiling was a match for Superman, Orion and then some, together, I dont see Steel with close to that level of firepower.
Steel one shotted a guy who several Supermen were having no effect on, and took a punch from him without even flinching.
Most of the time he's effectively fighting at a much lower level because of his suit which is made from metal designed to keep spacecraft from burning up on re-entry. It puts over 280,000lbs psi on him and weakens him a great deal just so he doesn't wreck everything by simply moving.
