They are the same being. It's not like MM was depowered or anything, plus he made Resurrection Man scream in pain, because he communicated across huge distances and couldn't gauge his power.

Imo, MM's best 'feat' during the One Million saga was stalemating Darkseid long enough to BFR them both into the heart of the Source(this was obviously before he was merged with Mars.) His only other real feat was telepathically communicating with Resurrection Man, who was on Earth at the time.
