Let's say 3 gunmen is standing in front of these hero's with AK 47s in their hands aiming directly at these hero's 30 ft away, ready to pull the trigger. Can any of these hero's make it to the shooters and disarm them without getting shot or do they die?
If all make it, who does it the best and fastest?
Wolverine
Captain America (no shield)
Spiderman (no webbing)
Batman
Cassandra (Batgirl)
Iron Fist
Deathstroke
Midnighter
Dardevil
Wolverine

If you add gadgets to Bats, Batgirl and Deathstroke, they all clear it except Wolverine, who gets shot for the sake of scaring the crap out of the shooter when he keeps coming.
Most of these have been written into a simliar scenario at one time or another and hey, they're still around... so pretty much all of them make it.
Wolvie - gets shot
Captain - aim-dodger, fast enough to raise up his shield right when he thinks they're about to fire at him
Spiderman - solid bullet-timer; can dodge the bullets easily
Batman - another aim-dodger, not a true bullet-timer, most likely will have to take cover behind things. More than likely to get shot though
Cassandra - another solid bullet-timer; dodges the bullets easily as well
Iron Fist - ditto
Deathstroke - not sure if he's got true bullet-timing speed, or just peak human/aim-dodging speed like Captain America; he's got the same amount of chance of dodging as Batman, I'd say
Midnighter - again, not completely sure, but I think he may be a bullet-timer
Daredevil - a definite bullet-timer; can dodge the fire easily
So Cassandra Cain's reflexes are thousands upon thousands of times greater than Bruce Wayne's?
But, why?
She doesn't have a magical/pseudo-magical, or bio-enhancement related explanation.
And no, Cap is an easily bullet timer. Especially since it has on panel been said that he SEES the bullets in slow motion, he doesn't simply aim-dodge.
Wolverine too is an easy bullet timer.
Bullets ain't shit to street levelers. Arrows however, now those are dangerous, despite moving far slower, lest the archer character in question becomes completely useless plotwise...
