I'll go with the Imps, they have crazier feats, although Kubik held the Beyonders universe in his hand before, and Galactus>>Kubik.

Bat-Mite has destroyed a universe, and killed Spectre. Quisp has rendered Spectre comatose, and had absolute control over Hypertime.
Kubik has warped a universe. Galactus... Has done nothing on that level.
Feat-wise, I'd side with the Imps.
